  • “I am enrolled in a UK university and will begin a study abroad programme shortly before my visa expires, making it impossible to apply during the recommended period.”

Subject: Explanation of absence of valid international passport when applying for Ukraine Permission Extension [НОМЕР ЗАЯВКИ UAN]

Dear Sir or Madam,

I am writing to explain the circumstances that led me to submit my application for the Ukraine Permission Extension (UPE) without a valid international passport.

I understand that applicants are normally expected to apply for and provide a valid international passport. However, in my case there is no realistic option to obtain one within a reasonable timeframe. If I were to wait, I would risk becoming an overstayer and losing my legal status in the UK. Therefore, I must apply for UPE in time and kindly ask that you exercise discretion in my case.

• I am a child recently born in the UK. My mother booked the earliest available appointment at the Ukrainian Consulate, which is only in [X] months’ time ([ДАТА НА КОЛИ ЗАПИС У КОНСУЛЬСТВІ]). Therefore, I must apply for UPE using only my birth certificate, to avoid remaining without legal status for an extended period
• I am an elderly person and due to health issues I cannot travel to the Ukrainian Consulates in London or Edinburgh. The consular outreach visits do not include the service of applying for new international passports.

We would like to clarify our position regarding council tax, now that our immigration status has changed. Under the updated rules which came into effect on 25 March 2025, we understand that the 50% council tax discount for Ukrainian residents may no longer apply to those who were originally on the Homes for Ukraine scheme, but have since moved to UPE, and no longer live with a host eligible for a “thank you” payment.

If this means we are no longer eligible for the 50% discount under Homes for Ukraine, we would kindly ask you to review our circumstances and apply another form of support or Council Tax discount we qualify for, such as those listed on the council’s website: [ПЕРЕРАХУЙТЕ ЯКІ ЗНИЖКИ НА САЙТІ ВАШОГО(!)
